Yes. At this time there are no current plans to service users outside of the United States of America.

After confirming the creation of an issue you will be charged. This charge will be refunded automatically if you decide to close the issue as long as there are no pull requests for the issue and it's unassigned.

The non-refundable 10% fee helps to cover operational expenses and prevent spam assignment.

You may manually unassign an uncooperative user. This resets the state to where a new user can claim the bounty.
